Apr�s une s�rie de tests, Xander "xXx" Cage, un sp�cialiste des sports extr�mes couvert de tatouages, est recrut� par Augustus Gibbons, un agent de la National Security Agency (NSA), pour s�infiltrer dans une organisation criminelle et mettre fin � ses agissements. Dirig�e par un certain Yorgi, celle-ci se fait appeler "Anarchie 99" et son si�ge se situe � Prague, en R�publique tch�que. Gibbons est persuad� que Xander Cage r�ussira l� o� les espions conventionnels ont �chou�.
Ce dernier insiste toutefois pour accomplir cette mission � sa fa�on. Il se pr�sente alors directement � Yorgi et se lie rapidement d�amiti� avec lui, l�occasion pour Xander Cage de d�couvrir les terribles desseins de l�organisation.
