Take a look at the proof in sample dir, and see that every part of the menu is smaller. The NFO doesn't say anything about encoding the menu, and there is no specified bitrate and passes. TDRS says encoding the menu is only an option when minimum bitrate is not possible to achive, and in this case, it is fully possible, even with DTS included.
